El Dorado County Public Safety Facility

Youngdahl Consulting Group, Inc. began working on the site development for the new El Dorado County Public Safety Facility in 2007 for the preparation of redeveloping the site for commercial use. The site was formerly used for lumber storage and unauthorized dumping. Youngdahl worked with prospective clients interested in the property to complete a Phase 1 Environmental Site Assessment (ESA) and Geotechnical Engineering Study (GES). Our firm evaluated these previous conditions with respect to the proposed site use and provided recommendations for remediation measures leading to a suitable site for construction.

In 2014, El Dorado County considered and ultimately selected the site for construction of the El Dorado County Public Safety Faciltiy to centralize operations that currently were spread across 13 different locations in El Dorado County. The new complex includes administration, a morgue, shooting range, evidence storage and special operations and training facilities. The buildings encompass a total of 108,000 square feet. Our work for El Dorado County included follow-up Phase I and Phase II ESA and GES update to provide recommendations for site preparation and grading and planned construction.


Construction operations for earthwork began in 2018; new grading operations exposed large quantities of buried organic material that were generated during the past site uses. Our firm worked with the County and the design build Contractor to place these materilas on-site in a fashion that would mitigate both environmental and geotechnical concerns. Additional challenges included issues associated with variable foundation support conditions (rock surface and rock quality). Our team assured that the  required suport condions were achieved to support the planned structures.


Youngdahl continued to provide special inspection and materials testing services throughout site construction. Our services included the testing and observation of concrete, masonry, structural steel, and fireproofing. When highly specialized fire damping evaluations were requested, Youngdahl subcontracted with a speciallized firm from our experience on other projects, to quickly provide the County with the necessary resources. Youngdahl has provided high-quality services while managing costs for this  publicly funded project, like the El Dorado Public Safety Building. We have continued to provide consulting services for stormwater compliance for the project.
